Poverty is the shortage of common things such as food, clothing, shelter and safe drinking water, all of which determine the quality of life. It may also include the lack of access to opportunities such as education and employment which aid the escape from poverty and/or allow one to enjoy the respect of fellow citizens. According to Mollie Orshansky who developed the poverty measurements used by the U.S. government, "to be poor is to be deprived of those goods and services and pleasures which others around us take for granted." Ongoing debates over causes, effects and best ways to measure poverty, directly influence the design and implementation of poverty-reduction programs and are therefore relevant to the fields of public administration and international development.

Poverty may affect individuals or groups, and is not confined to the developing nations. Poverty in developed countries is manifest in a set of social problems including homelessness and the persistence of "ghetto" housing clusters.

How are people programmed to live in poverty?
Q. I am trying to understand the system that is used to produce poverty? " Is poverty a state of mind?" Is poverty in existence because of people making bad choices and pu t thereself in poverty or is there a leash on people that live in poverty to use as an anology they can only go so far?

A. No people are not programmed to live in poverty. the people that do live in poverty are always done by their choosing and they may be forced into it, and most people never get use to the conditions, and die from them or have ill health

A. It is roughly 12.5 percent. Whatever city you are in has a much higher poverty rate than the majority of the USA. Those living in the USA on poverty are much much much better off however than those counterparts below poverty rates in many other countries. Poverty in USA means not having 2 tv's and not having an air conditioning or not affording to buy beer. Poverty in other countries is when you have to work a 12 hour shift to get $1 . ***Check out this website for evidence of what i just said...(Secure White American is from America i wonder???)
